The local authorities are entities with specials capabilities on local server.
 

There are two levels of local authorities:
1: Local forced authorities defined by options, known as primary local authorities.
2: Local authorities defined by links from primary local authorities, known as secondary local authorities.
 

An entity can be added as secondary authority and later can be removed.
Primary authorities can't be removed, they are forced by two options on the environment file : 'permitServerEntityAsAuthority' and 'permitDefaultEntityAsAuthority'.
